The paperwork belongs to the vehicle.
The intended offer is a properly documented vehicle configuration, not a claim that Phosphor Motor Co. itself carries an EPA endorsement.

Match the record
EPA certificates cover defined engine families or vehicle test groups. For a nonroad engine, check the family, applicable model year, label and certified configuration against the actual unit. Do not apply one certificate to every truck from a brand.
Use a precise public claim
Only publish an EPA-certification statement after the relevant records are reviewed and matched. No supplied certificate has yet been matched to the concept trucks shown here. The current status is documentation pending.
Keep the other questions separate
Emissions certification does not itself settle federal safety import requirements, state registration, road use, attachment fitment or a worksite’s acceptance. Those questions need their own evidence.
Bring these questions.
- Which engine family or test group applies?
- Does the label match the certificate and model year?
- Has the final configuration been checked?
Check the source.

Build the brief. Then build in Japan.
The exciting part is the possibility: choose a truck for a real job, define the build in Japan and plan its journey here. The practical part is documenting every handoff.

For a surface operation, a compact support truck might suit a defined tool-delivery or maintenance task. That is a question to investigate, not a claim that a Japanese mini truck is approved mining equipment.
